New BTO launches in February 2023
You know what they say, new year new you – so you, too, might be considering getting a brand new BTO flat. If that’s you, you’re in luck. While this February 2023 launch may be smaller, it is still rather attractive with a good mixture of non-mature and mature estates up for grabs.
According to HDB, there are approximately 4,410 BTO flats across Tengah, Jurong West, Queenstown, and Kallang/Whampoa to pick from. So, if you’re considering applying for the February 2023 launch, read on to learn more about it!
Tengah

If you are looking for a cheaper option, Tengah BTO might be the launch for you. Located between Brickland Road, Brickland Crescent, Brickland Rise, and Tengah Boulevard, there are 1640 units of 2-room Flexi, 3-room, 4-room, and 5-room flats up for grabs for this BTO launch.
While it may be one of the larger launches in February 2023, you can expect a much lower price point because it is a relatively newer area that is still undergoing development. Located in the West, the government is planning to transform this up-and-coming estate to become Singapore’s first car-free town centre and a sustainable “Forest Town” with lots of lush parks, greeneries, and community-centric amenities. A Jurong Region Line MRT station, Choa Chu Kang West (predicted to open in 2027), will be within 20 minutes of walking distance from this BTO project. Apart from that, there are several other amenities expected to develop in the near future, including churches, temples, numerous parks, petrol stations, and medical care facilities. Meanwhile, Keat Hong Shopping Centre would be the closest amenity BTO applicants can enjoy. There are also several schools nearby, such as St Anthony’s Primary School, Concord Primary School, Choa Chu Kang Primary School, and Dunearn Secondary School.
With that said, BTO applicants must prepare themselves for years of construction and a lack of proper amenities as developing Tengah is merely a plan in the making. Moreover, the Tengah estate is still considerably far from the town area. As such, it may not be the best BTO launch for those working in the city centre.
In the meantime, residents can opt to travel to nearby neighbourhoods like Jurong East and Bukit Batok, which are more established and have a better range of amenities. As such, if you’re working around the west or have work-from-home opportunities, and are willing to wait for Tengah to fully develop, this BTO launch will be a great option in terms of affordability and availability.
Jurong West

Located on the West side as well, we have a much smaller BTO project in Jurong West. Specifically, it is situated on Jurong West Street 93, and there are 270 3-rooms and 4-rooms units up for grabs.
Despite the limited units available, we predict this Jurong West BTO launch to be particularly popular and fast-selling for its prime location amongst smaller households. After all, it is only 8 minutes walking distance away from Pioneer MRT station. Pioneer MRT station is on the East-West line, making it much more convenient for those working in the town area.
Not only is this BTO launch in Jurong East incredibly accessible, but it is also adjacent to several established amenities and well-known schools. For instance, outdoor and sports lovers can enjoy the nearby Jurong West Park Connector, Jurong West Sports Centre, and SAFRA Jurong. Jurong Point, the largest mall in the west, is also only 1 MRT stop away (or a 22-minute walk). Apart from that, Pioneer Mall, Jurong West Hawker Centre, Nanyang Community Club, and NTUC Health Nursing Home are within the area as well. In terms of schools, River Valley High School and Nanyang Technological University are the 2 most prestigious schools nearby. NTU students can either opt to walk for 30 minutes or take the 179 feeder bus from the Pioneer MRT station bus into NTU.
Not to mention, we predict this Jurong West BTO launch to have incredible value in the long term as well. This is because it has proximity to great amenities, schools, and MRT stations, which can increase the unit’s value. At the same time, according to the HSB’s resale statistics, the median resale price of 4-room and 3-room homes in Jurong West is also much higher than the price of recent BTO units. To be specific, in Q3 2022, the median resale price of 4-room units and 3-room units was $475,000 and $339,000 respectively. Moreover, the upcoming Jurong Lake District developments can also increase this BTO project’s value in the future.
Queenstown

We also have the upcoming Queenstown BTO launch in February 2023 which is located on Ghim Moh Link and Commonwealth Avenue West. In this mature estate, HDB has revealed that there will be 730 units of 3- and 4- bedrooms available.
This BTO project will have several amenities, well-known schools, and 2 MRT stations in close proximity. To be specific, it is approximately 14 minutes walk away from Buona Vista MRT station and 7 minutes walk away from Dover MRT station. With both MRT stations being on the East-West Line, it provides future residents great accessibility to the CBD area. At the same time, it is located at the city fringe, making it accessible to the city via Holland Road and Commonwealth Avenue West. But apart from that, this Queenstown BTO project is also close to Ghim Moh Market, Rochester Park, The Star Vista, and Holland Village. As such, making it a great home for those looking for a wide range of great food, lifestyle, and shopping options. Not to mention, this Queenstown BTO site would be perfect for those working in the tech parks in One-North, as It is only less than 30 minutes walk away.
At the same time, this Queenstown BTO project would be great for smaller families. After all, there are numerous different types of schools within the area. For instance, younger students can opt for Fairfield Methodist School, New Town Secondary School, or Anglo-Chinese School (Independent). Meanwhile, there are several other higher tertiary schools such as UWCSEA, Singapore Polytechnic, ESSEC Business School, INSEAD, School of Science and Technology, and Anglo-Chinese Junior College.
However, interested BTO applicants should take note that this BTO project might fall under HDB’s Prime Location Public Housing (PLH) model. While it is unconfirmed, it is a rather high probability, just like 2 of 3 BTO Queenstown sites during the November 2022 BTO launch.
Kallang/Whampoa
Source: HDB
Up next, we have 2 BTO sites in the Kallang/Whampoa area in the February 2023 launch. As you can see in the site map above, the first BTO project is bounded by Race Course Road, and under-construction Hampshire Road and Farrer Park Road. With about 1270 units of 2-room Flexi, 3-room, and 4-room units up for grabs, it is one of the largest projects in this launch.
This first BTO project is expected to bring in high demand for its prime location. After all, it is located close to 2 MRT lines and 3 MRT stops. Just 6 minutes walk away is Little India MRT station (North-East and Downtown line), 12 minutes walk away is Farrer Park MRT station (North-East line), and 17 minutes walk away is Jalan Besar MRT station (Downtown line). Apart from incredible convenience and accessibility, it is also a stone's throw away from City Square Mall, Mustafa Centre, Pek Kio Community Centre, Tekka Centre, and Little India Arcade.
Unfortunately, there is highly probable that this BTO project will fall under HDB’s Prime Location Public Housing (PLH) model. So while newer homes in Kallang/Whampoa area are likely to fetch a premium selling price, interested BTO applicants should be wary of the PLH model’s scheme as resale prices are not seen yet.

Last but not least, we have the second BTO project in the Kallang/Whampoa mature estate area. With 500 3-room and 4-room units available, this BTO project is located along Jalan Rajah, next to the Pan-Island Expressway.
While this BTO project’s location may not be as central as the previous Race Course Road’s site, do not be fooled into thinking that it Is inaccessible or inconvenient. Not only is it close to the scenic Kallang River, but it is also only 14 minutes away from Toa Payoh MRT Station. Apart from being a waterfront BTO site, sports and health enthusiasts would be happy to note that it is also close to numerous sports amenities like Toa Payoh Stadium, Toa Payoh Sports Hall, and Toa Payoh Swimming Complex. At the same time, future residents can also visit Toa Payoh Public Library and Zhongshan Mall, both amenities just a stone’s throw away from this BTO project. For foodies, you will be glad to know that it is also within walking distance of Balestier Road and the bustling Toa Payoh town centre, both well-loved for their wide range of delicious and popular eateries.
After comparing with previous Kallang/Whampoa BTO launches, it is unlikely for this BTO site to be under HDB’s Prime Location Public Housing (PLH) model. With that said, keep in mind that because Kallang/Whampoa is a highly sought-after mature estate, interested parties should be prepared for intense competition for this smaller BTO project.
